It is proper behavior. Remedy does not allow comparisons on password fields, among some other operations due to security reasons.
You could try if you really need to do some legit workflow like you appear to want to do, by setting some other field to null in your workflow, exporting the def to xml, and then switch the field you changed to null to the password field and then import it. The dev studio generally does not validate the contents of those mappings when done that way as long as the basic structure of the def files are solid so it might get past the fact that you cannot do it using the dev tool the regular way.
