I've been fighting the same issue. Turns out there are some backslash characters in the ar.cfg file that were causing the problem for me. I isolated it to the backslashes in the "SQL-Log-File" parameter. Change the backslashes (\) to forward slashes (/) in the file path to resolve. Funny thing is that the backslashes in the other paramaters like "API-Log-File" and "Filter-Log-File" don't cause a problem. Hope this works for you.
