I do not work for nor represent BMC but -

A couple of admins I worked with took BMC admin training. The Admin training 
consists of 2 web based and one on site training requirement. Upon successful 
completion of a test, you can acquire Admin certification.

The old (and I do mean old) Arserver admin 1 and then admin 2 classes were a 
good start. But unsure what the BMC equivalents would be.

Also getting a demo/sandbox system helps as well.

I have never seen any on line training that will get you up to speed for 
development. The BMC classes are also offered by some of the partners.
