Andrew, In 8.1, you'll need to add the menu to the Floor field in the form AST:Attributes. After you add it there, open up the AST:ComputerSystem form. If you have already followed the steps you listed below for creating the Overlay on AST:ComputerSystem, you should see the menu attached to the Floor field. However, in the Attributes Properties, it'll still be grayed out as those Attributes can only be modified in the form supplying the field to the join (AST:Attributes).
If you haven't yet created an Overlay of AST:ComputerSystem and added the Floor field to the View Overlay, you won't notice any change at all before you do that. Hope this helps. I have done this ... as far as I can tell I have done it properly: 1) add overlay to form 2) create view overlay 3) add 'Page Holder' to view overlay 4) create overlay on 'Page Holder' 5) add 'Floor' field to view overlay 6) create overlay on 'Floor' field 7) save the form 8) close the form 9) re-open the form after performing the above, many of the display properties for the 'Floor' field are unlocked (I can for instance change the display mode, label, etc).
