Rod, Any time I have seen the behavior you are describing, it is a caching issue, either on the client or the server. In your case clearing the local browser cache doesn't fix it, so that indicates that it is the Server Cache that is corrupted. In these cases a flush cache is necessary.
To answer why other users aren't seeing the same problem, they may not be using the same cache. I'm sure you have noticed the 'cacheid=aoeua' at the end of the URL....it's that cache that's having problems, unfortunately, BMC doesn't provide granularity to be able to flush just THAT cache. You will need to identify which Mid-Tier server your user is on (I typically have a static file on each server that tells me that information) and flush it for that one only.
