Thanks to all for your inputs.
Here are the options that I have already tried-
1. Disabling Windows Firewall
2. Run as Administrator
3. Reinstalled BMC dev Studio
4. I am using correct user, which are able to connect from windows XP machines.

Now I have raise this issue with Client. I have asked if any firewall they have 
blocked for Windows7 machines into my organization network. This is the last 
option I see. otherwise i have to move back to windows XP machine.
