Our Oracle DBA turned Plan Stability off and the error no longer returns. He said that we will leave Plan Stability off until Oracle fixes a bug in that utility but performance will be impacted because the queries will run erratically. I asked when they turned Plan Stability on and was told that it has been running for a long time with no issue. I am thinking that if there is a bug in the utility then maybe there have been issues with performance already.
