I'm guessing its another way to write something that is always TRUE. But even if that is what it is, it does not make sense why its needed.
If that part of the qualification always returns T, we can have two possibilities T AND T = T which would have been T anyway. F AND T = F which would have been F anyway. So I would think its just some sort of a fat finger during development that never got noticed because it worked as it was supposed to anyway.
