Since you have not been specific as to what browser you are using on your iPad, iPad browsers are Safari if you are using the default Apple browser.. Does it happen on Safari on a MAC or a PC?
Have you tried alternative browsers on the iPad? There are quite a few free ones and a few paid ones. It's fine in all other browsers, just doesn't allow select of the row on the i-pad. Happens same on all forms. Anyone know what/if there is a fix to this problem? This was true on our prior version of midtier, but thought with the upgrade to 8.1 and truly being covered in the compatibility matrix that the problem would go away upon upgrade.
