Since it looks like Oracle (from the ORA error #) I would have your DBA check the maximum number of processes/sessions that have been configured in the database. I think you are running out of connections (Each thread you tell ARS to use is a connection to the database).
You may also be running short on memory in the database (SGA and PGA), but I think that would generate a different error.
