Pamela - the answer can be a bit tricky and problematic.  The Change
application has several rules around Actual Start and End Dates and
Scheduled Start and End Dates.  You may need to provide multiple different
values depending on when the Change was originally 'submitted' since Start
dates cannot exist before that date or before the date in the Earliest
Start Date field.  So in addition to providing 'adequate' Start/End Dates
you also need to make sure that specific other hidden fields are set
correctly.  I had to do this a lot in a previous job and I found the
easiest way for me to do so was to export some GOOD records that were
already set to Closed and analyze the other fields that needed to be set a
specific way.  Then determine one or multiple dates that will work given
the finicky nature of Change date rules and update your csv accordingly.
