Thanks all. We got this sorted out.
Our DBA had to make changes on tnsnames.ora by changing the Oracle 3 Node
RAC configuration setting of 3 host names to 3 IPs. (Scan VIP) that did the
trick and now ARS starts in less than 2mins, we could login through user
tool witching like 40seconds.
