Normally the local repository "libs-releases-local" does not accept SNAPSHOT
deployments. Did you change it's configuration?
If not, the log of Artifactory should tell you that the deployment was
refuse due to its deploy policies.
Maven does not display the HTTP reason message, that's why all forbidden
access are "Authorization failure" :(
