TaskManager Reports: The Memory Usage at ~300MB's With a peak of ~360MB's and
around 600MB's in Virtual Memory.  I tried to add the JVM arguements from
here http://wiki.jfrog.org/confluence/display/RTF/Requirements (Except for
-Xms1g -Xmx1g) to my startup for tomcat.  However, I just double checked and
it looks like they didn't "stick."  I'm using the Apache Commons Service
Wrapper on Windows Server 2003 SP2.  How Can I make sure my Perm Size is
128MB?
