Yes, I believe that is what I am saying. 

I would only expect Artifactory to download and cache a particular artifact
as I request it. However, what I also expect is to be able to view the
entire remote repository: I would have expected it to have
created/downloaded an index of the configured repositories so that I can
search and browse what is available to me.

Is the latter not how it works?
