I looked into this a bit more and debugged the ivy code to see what was
happening.  I *think* what is happening is that artifactory is not asking
for credentials for a directory listing so Ivy does not provide them and
artifactory just serves up a directory listing page with no contents.  If I
authenticate in my browser and ask for a directory listing I do see all the
files.

Is there some setting I can change on artifactory to force authentication
for directory listings of repos that require authentication, rather than
just returning an empty directory listing?
