Figured it out. Apparently if you have anonymous access enabled, you will get an empty directory listing for repositories that require credentials rather than artifactory prompting for a login. If you disable anonymous access then it always prompts for credentials and the directory listing is correct. This is a bit annoying in that I have a setup that involves anonymous and non-anonymous repos, but I believe I can move to all credentialed repos without much trouble.
