Unless you define specific include/exclude
patterns<http://wiki.jfrog.org/confluence/display/RTF/Configuring+Repositories>on
your local repository, maven clients will still download from them
because this is what you have configured in your settings.xml.

There is no order in this situation, since you point your maven client
directory to one local repository,
the order usually matters when you point your maven client to a virtual,
then the order inside of the virtual matters.
