Sorry for responding so late, Looks like this must have slipped away. 
I hope it's not relevant anymore :-)

What you are looking for is the "failIfEmpty" flag in the json file.
In your case, if set to false, the procedure will import the configuration
files only and won't fail the import because it didn't find the data.
