I'm trying to set up a remote cache for better performance and network
issue tolerance.  Evidently we used to have this working but it was turned
off a few months ago, and the person who is most familiar with it is not
available for assistance for a couple weeks.  We do have the remote cache
repository configured on our local server, and when in the advanced
configuration the connection test to the remote server is successful.  When
doing an ivy resolve what we're seeing is that it's "finding" the old
artifacts in the local cache from before when it was active, but isn't
finding any new versions, or references to more recent projects added to
the remote repository.

The cache repository is not offline (shows online), and it's not blacked
out.  Is there anywhere else I should be looking to see why it's not
resolving across the network to our remote Artifactory server?  Although I
doubt it makes a difference, the local instance is running 2.6.2 and the
remote is 3.0.
