Are you sure that URL should work? "http://artifactory"; is missing 
something like "http://artifactory.local.domain"; or 
"http://artifactory.com";.

I have Artifactory 3.0.0 and I can retrieve artifacts from URL like this:

"http://artifactoryserver.my.domain/artifactory/repo/org/apache/ant/ant/1.8.1/ant-1.8.1.jar";
