Well, that's exactly what I'm trying to do. 

But it fails on the fact that non-cached repositories (OurRepo2) are NOT
listed as available while creating the new permission target. You can select
only from cached ones or local ones. 

This applies also to the e.g. virtual repos, which cannot be access-limited
by any permission targets.
