The City owns all of the public lands within the City boundries. The boundry 
line is in the 
center of Deal Lake. The State or other entities may have certains claims of 
use, control, 
etc over various public lands but that does not change the ownership.

Asbury's streets and parklands are owned by the City (the public). That stems 
from James 
Bradley's original purchase and founding of Asbury Park.
