HUD doesn't give grants to individuals. It gives grants to non-profits
and municipalities. I know AP has HUD funding for housing. Hazel
Samuels runs the department and I believe it is Rosetta that is in
charge of the program.
Coastal Habitat for Humanity runs a program that helps people fix up
their homes. If you qualify, they will come to your house and do minor
repairs. If you are able then you will have to help them. The city
uses this program and has applications available in the Dept. of
Housing. The program operates in warmer weather.

Most of these programs are for low income homeowners. People who are
above the income limit may have to turn to loans. Loans require equity
and can be tougher to come by these days. There are 203K loans from
FHA which allow you to refinance the property at its after-repaired
value. The loan includes funds for the repairs or improvements and it
requires you to make the repairs in a set amount of time. You have to
use a general contractor to make the repairs most of the time. I
