w3m 0.5.2 works with frames="none" and frames="all" and the default "all" for me (using html4 backend).

Lynx 2.8.8 had more than border just problems with the test I did.

The outputted HTML is valid so any problems are text browser limitations.

You can always add your own custom table definition to get the output you're 
after.
