You have to set some dblatex parameters for non-latin1 characters, see
the dblatex documentation.  I'm not sure if these work with tex or if
you also need xetex which IIUC is unicode compatible.

PDF of course only natively has Times Roman, Helvetica, and Courier so
you probably will also need to tell it to embed a font with the
required symbols.

For detailed guidance it would probably be best to ask on the dblatex ML.
