Most list items start with text, not a block item, hence text is the default, and the first line of the block is taken as the text since the fact that list items allow their second and subsequent lines to be indented overrides the recognition of the indented block. 2. A block item not connected to the list item usually signals the end of the list, so the lone block item must be connected to the list to be part of the list item.
