AFAIK it doesn't use CSS, In fact its the XSLT that transforms the
docbook to XSL::FO that FOP renders that controls the styling IIUC.
That doesn't use CSS either, you need to adjust the XSL styles, see
FAQ #3 for a reference that gives some guidance.

It uses Latex styles, not CSS either.

Have never tried that specific tool, but my experience with HTML to
PDF converters in the past has been that the results are not good.
HTML and PDF are designed for different media, reflowable scrollable
low density web pages and fixed size high density pieces of dead tree
(or electronic facsimile thereof), and they really need differing
layouts. YMMV of course.
