Well, "somebodys gotta do it", where "it" is to develop a new website, probably on github pages, since we can't change the one on Stuarts server. Then they need to decide where the downloads will be provided from and make and upload them.
But so far nobodys come forward to do it. Note that several Linux distros now distribute Asciidoc from the git repo, not the release, so perhaps you could investigate building the Windows zipfile yourself for your collaborators.
