By default quotes are not substituted in a listing block, see
http://asciidoc.org/userguide.html#_predefined_delimited_blocks
because its a listing, ie intended to show program code and most
languages allow underscores in names and pluses and multiplies and
other operators.

You can force substitution by preceeding the block with
[subs="quotes"] see the example on
http://asciidoc.org/userguide.html#X76
