I got a in-text title Requirement 22 ..., the later <<xref>> read 
"Requirement 24", andf the next one was 25.

Apparently, either the simple evaluation also increments, and/or the 
processing order messes it up. Perhaps I should not put the increment in 
the xref, but how to have it evaluated without being in the output?
