Is there a way to have some parts of a document use a different toclevels 
value?

I have an intro section of my document where I'm using levels 1, 2, and 3 
(mainly just for visual grouping, but also so it automatically generates 
links/anchors, and section identifiers), but I don't want level 3 to show 
up in the table of contents. If I set :toclevels: 2 in the document, that 
part works. But in other parts of the document, I'm using levels 1, 2, and 
3 and I want those level 3's to show up in the table of contents.

I tried :toclevels: 2 before my intro section then :toclevels: 3 after, but 
it seemed to only respect the first one so everything was limited to 2 
levels.
