Ok, currently its not possible, but theoretically Asciidoc could be
set to mark individual titles for TOC inclusion or not and the
asciidoc.js that makes the TOC could use that, but ATM it is just
passed a single number for toclevels for the whole document.

Or possibly you could try using floating titles
http://asciidoc.org/userguide.html#_floating_titles, they look like
titles but are not TOCed.  But may also not do other things you want.
