To make a fashion statement (Protocol Buffers doesn't compete with ASN.1, it 
competes with JSON, for which the question is then "Why Protocol Buffers when 
you have JSON", and the answer remains the same).  If you want to compare 
things with ASN.1/DER then you need to look at formats like EBML, which is BER 
reinvented really badly (when I first saw the EBML spec I thought it was the 
product of one alien race trying to explain BER to another, only their 
universal translators were broken and they had to gesture a lot).
