That question is completely language and compiler dependent. You must
consider whether the C++ application can call a C library routine. If that
works, consider the ASN.1 compiler output as any other library routine and
you have your answer.
But can C call a C++ routine? Not too well, and not usually recommended.
A Java application, for example, can call C or C++ routines with a little
work. Thus, a Java application would be capable of calling the C/C++
libraries produced by the ASN.1 compiler. Same is true for Python, DEC
Fortran, or any other language.
Consult your manuals. This is not strictly an ASN.1 question.
