Yes, it has been approved at the last SG17 meeting in Geneva at the end of February (2002). It is in the pre-publication process within ITU-T. I've just called ITU-T. X.692 was planned to be pre-published yesterday. That means that it should be available on the SG17 webpage at http://www.itu.int/ITU-T/studygroups/com17/languages/ say, at the beginning of last week (if not tomorrow).
