you can check out this site. http://nris.state.mt.us/gis/projection/projection.html there is source code there that you can use to get the lat long for US States, not sure about how you would get that for other countries, however you should be able to get the projection and false easting etc from some other place and plug that in, then make it into a class (i believe he has classic ASP source code up there)
