and PayFlow Pro from Verisign
are the two tools/services that you will probably end up choosing
between.  They're both .NET friendly and the services are reasonably
priced.  We're going with PFP because our merchant account bank offers
it as part of a bundle.

I'm actually in the middle of a project that requires a shopping cart
and stumbled across this package while researching payment services.

It already has all the code for working with these payment services
(and another 15 or so), plus pretty much all the shopping cart code
you'll need, and best of all, they include the source code in VB anc
C#.  I've gotten most of the customization we needed done in less than
a day.  They also have a free trial version available for download. 
Definitely beat re-inventing the wheel.
