Let me rephrase that.  You don't need to install the framework unless you 
are running the code on your local machine.  This includes web apps or winform 
apps.

Addendum:
   You don't need the SDK -- the framework redistributable will work just fine 
-- unless you want to use the compiler or other advanced features (such as if 
you're writing class libraries or winforms.

even one with pages that are implicitly compiled.
