We use "Install Shield" and find it does most of what we need.
Not sure about running SQL scripts, but you could probably write a
little app and have that run the SQL using Install Shield.
 
Kinda pricey though.

But it is a painful process and the documentation is minimal at best.
I would prefer to invest in a tool that eliminates the pain.
