Thanks everyone. Advanced Installer looks like it might fit the bill, and fortunately has a 30-free trial. It can work with nant, which will be perfect.
Install Shield is pricey, but it does seem to handle everything. Might be worth the cost, but I'm going to give Advanced Installer the first shot.
