This kind of corruption is common in all developing countries - in some parts more than others -- such as Assamese policemen being the most corrupt in India. But, there was that article in Businessweek which said that two thirds of the funds earmarked for development of poor's lives - are usurped by the politicians and bureaucrats.
 
 This means that besides paying bribes to get things done -- a lot of money never gets translated into real hospitals, nurses, doctors and roads etc in the first place. People may pay bribes to get admission into a public (govt) school but that type of corruption would ensure that there are no teachers or books or blackboards in the schools -- to learn from.
