My note: What should be done about the lack of accountability in human development sector (health  & education) where South Asia (inlc India ) and Sub Saharan Africa are on equal footing.
 
 Who will do the slave labor (or nursing, teaching etc) ...lets just enjoy at home and collect the salary?!!!!

Ultimately, however, the achievement of the MDGs is in the hands of developing countries; increased and more flexible aid is unlikely to materialize unless countries reduce resource leakages and strengthen accountability of service providers to the public.
 
Cross-country studies show that, on average, one in three health care workers is missing during unannounced facility visits, and one in six teachers is also absent. Funds may fail to reach their intended level in the budget if they are diverted before reaching
local clinics and schools. Sound expenditure management systems are needed. While many developing countries are taking steps
to generate greater accountability in social service delivery, in most places deeper and broader reforms are still needed.

One reason I want to teach at the lowest level --in US --to feel like an over worked teacher. I wonder how many of these World Bank staff has been an (over worked) teacher  in rural remote area -all alone etc.
 
I'm trying to find the lowest acceptable teacher/tutor/edu. researcher salary which US Dept of Labor finds acceptable to be given to H-1B holders --so I can take lowest paying jobs (I think between $5.5 and $10/hour) in top organizations -- I find top names pay less --just like MNCs.
 
Anyway you cannot start dancing in one day -- step by step.
