NECCI moves CM, demands cold storage
GUWAHATI, July 1: A delegation comprising of Chiranjit Chaliha, president, NECCI, DK Sarma, secretary general, NECCI and Sanjib Baruah, assistant secretary, NECCI met the Chief Minister of Asom during a pre-budget (2006-07) discussion at the CMs Conference Hall recently, a press release stated.
The team handed over a copy of the memorandum enlisting some important issues for all-round development of the State including agriculture, industry, tourism, sales tax, human resource development etc. These areas were identified keeping in view the Look East Policy of the Government of India, it said.
In the memorandum, the group emphasized the need to cover the entire gamut of agriculture and its allied products within all developmental works in the agrarian economy of Asom. They also pointed out the urgent need to establish a terminal market in Guwahati. They urged the Government to highlight the fact that Asom falls under world citrus zone and to emphasize the establishment of cold storage facilities near agro products zone.
In the industrial sector, the group called upon the Government to expedite the implementation of NEIP for the faster and efficient growth of trade, commerce and industry.

Tourism being a core competency in Asom, any development strategy of the government should resolve around this key resource, they stated. Barring golf, which would attract one of highest end tourist, the other sector of tourism should target the segment of tourists related to nature and beauty. About 20 captive golf courses in the vicinity of 5-6 districts along side the beautifully set tea gardens will create a mutual synergy and attract the highest end payer from East and far East, they added.
They also highlighted the need to link between private entrepreneurs and government organisations for the development of tourism infrastructure. Due emphasis may be given by the State Government on adequate road connectivity to existing and newly identified tourist spots by effectively channelling funds from Prime Ministers Gram Sadak Yoyana Scheme.
Moreover, the Government of Asom should take necessary steps for introduction of Meter Taxi in Guwahati, which is fast growing into a hub of economic activities on totally professional way with public-private partnership model.
Setting up of private sector 5 star category hotels, convention centres, trade centres, entertainment parks, etc. with power supply at subsidized rate , sales tax and amusement tax exemption for a period of five years were some other issues highlighted by them.
They also appealed to the Government to consider the exemption of entry tax on plant and machinery brought to the State to get rid of adverse effect in the local industry.
To boost the area of information technology, they suggested the Government of Asom to set up a high-powered information technology cell with representative from government, industry and academia to formulate and implement both short term and long term policies on IT.
The need to consider setting up of high power fiscal responsibility group to monitor fiscal discipline and fiscal transparency was also highlighted in the memorandum, the release said.
In the area of human resource development, they suggested the Government to consider setting up of an Indian Institute of Information Technology for creating trained and skilled manpower in the IT sector.
Adequate measures should be taken to promote higher private education in the state of Asom, particularly in areas of retail and insurance management, sales and marketing management, tourism and design, information technology, nursing and dental colleges, media and animation, it added
