One would think that every citi would have
Meteriogical Dept which would keep records for daily temperature, rainfall etc.
Does Guwahati have such a department? Does anybody know?

I was curious because the news report says
that the Assam is having lowest rainfall during the last 132 years. It
means the news writer must have weather report for the last 132
years.

I don't know if records for the last 200 years would be
available. The IMD might be having it for 70-80 years.
You may take recourse to the RTI provision, pay a fee and have
everything you want.
