This looks like the 'chicken or the egg' scenario. And I agree with you
in a round about way. But with some deference to C'da, we can't be blaming the
'people' all the time :-)
So, I thought, this time I ought to blame the GOA.
If the GOA (or GOI) started cutting the pay for employees on bandh days,
and private companies (at the risk of getting rampaged) cut pays likewise,
employees would make sure to at least get to work.
When it starts hitting the pocket books, people will demand there be no
bandhs. Right now, no one cares - as they don't see the colossal indirect loss
to the state and the economy.
So, if the Govt. takes the lead, our people will follow - don't you
think?

I wholeheartedly agree. There
were some efforts to curtail bandhs, but it lasted only for a few
months. But there is no overwhelming attitude against bandhs. The
GOA does not have the will power to come down heavily on those
participating in bandhs.
Does the State or
Central Govt. ever cut the pay for employees who do not show up on
bandhs? Or at the very least force them to take leave. That way, these
employees will no longer consider a bandh as another holiday.
The daily hazira people don't
have a voice - they just grin and bear it.

interested in doing Assam Bundh instead.
