Possibily so.
But don't these workers bear any responsibility, at least moral responsibility.
Today, someone wrote a letter in the AT or Sentinel about a traffic cop, who stopped a truck at the Jalukbari stop. The driver got down, touched the cop's feet and placed some cash.  Of course, the driver was free to go.
That, unfortunately, C'da is a common practice - the lure of 'bhairor poisa'.  I understand that even eligible grooms advertise that openly
 ie: 'kintu bhairor poisa aise nohoi'.

While I would agree with most of what you have said
but this part I have excerpted needs perhaps a nuanced
response.

Airport services are bad, no doubt. That includes the
actual check-in officials since they are a part of the
government.

However, apart from Indian Airlines, it would be wrong
to say the AIRLINE officials are rude.

I travel every week in the US and very frequently in
Europe. The services here are pathetic. The airline
officials are sometimes plain ignorant or plain rude.
With United and Delta, late is a way of life. Most
often they just don't care. The airhostesses and
stewards are tired and overworked. They don't serve
food anymore on the flight. It is pathetic.

Compared to that Jet Airways and Sahara and Kingfisher
is heaven. Their young officials are always cheerful
and ready to help. Kingfisher even has porters
available outside the airport at least in Mumbai and
Delhi to pick up your bags. The food is awesome -
almost always. Oh yeah, when my Mom was traveling
alone from Mumbai to Guwahati, Jet Airlines people at
the airport in Mumbai even took my call, located my
Mom in the airport, made sure she was ok (she wasn't
and they called a doc) and reported back to me. It was
followed up on the plane by the airhostess.

No wonder, Jet Airways is the hunting ground for
almost all major international airlines including
Singapore Airlines, Virgin etc.

That they can do so with unruly passengers is even
more remarkable.
