Narayandas is hardly the original thinker in govrning/management.

I repeat that Desi Demokrasy with "Leaders " those  who are' running' the show are hardly the ones who can bring happiness-/progress-/humane -caring -society into the lives of the 1100 million humans and that many cattle .Nor can IAS Babus fettered with a badly copied constitution.

Elite  trained to leadersip to IMPROVE  could be modern Manu-ism  vs random chancy Demo-krazy

I don't think you read the article..... Why don't you take some classes in leadership at AIM (Assam Inst of Management) I'm  sure Shantikam-da would give you a scholarship.  What the prof says that we all need to learn to improve.  Also I agree with you that the present system of recruitment for govt jobs is not optimal --mostly tests bookish knowledge with lots of essay-like answers to 3 hour exams.
