Just for information. I understand a Japanese team visited Assam in the  
seventies. After the team went back to Japan, the Government of Japan invited  
one 
of the Cabinet Ministers of Assam, namely the late Mr Keshav Chandra Gogoi  
to visit Japan in order to explore the possibility of utilising Japanese skill  
in the State. But the Government of India did not allow Mr Gogoi to accept 
the  invitation. The reason appears to be that  international relations  happen 
to be a Union subject. It was however relaxed in case of Jyoti Basu a  number 
of times when Mr Basu wanted to go abroad looking for  foreign  investment in 
West Bengal.
