Just found that only 007% of all Assam school have electric connection. For
Tamil Nadu it is 67% , Delhi has 95% , Rajasthan 24% and all India a mere 30%.

My Indian experience is that until someone forces you to focus on educational
aspects of internet -- people will use it more for entertainment - adult or

left Indian in 2004 - so I guess people spend a lot of time on those as well -
in India now.
So regular education is crucial and internet seems supplementary.
